Severian Is Coming in ZZZ 3.3, and I’m Already Sold
Severian in Zenless Zone Zero is a Wind Attack agent whose Flow kit rewards dodging and fuels explosive Basic Attack combos.
I’ve been sniffing around every scrap of Severian info I can find, and yeah, I’m already sold. The guy is not just another suit with a badge in Zenless Zone Zero; he’s Severian Lowell, Senior Commissioner for New Eridu Public Security HQ, head of PubSec’s Metropolitan Order Division, Cissia’s so-called ‘Demon Lord’ superior, and Seth’s older brother. That last bit is a whole family drama waiting to pop off. He’s a cat thiren with long gray hair, a black suit, gold necktie, gold buttons, and a Public Security badge, which is a flex that says ‘I write the rules and then enforce them.’ No cap, that silhouette goes hard.

Quick facts I’m keeping on my clipboard

I’m treating that Nov. 11 date like a raid timer. We’re in 2026, so the wait is real but not endless, and the banner window is short enough that I’d start budgeting now. If you’re the kind of player who waits until the last day, heads up: Dec. 1 comes fast.
The kit is a Flow state, literally
Severian’s core loop revolves around a resource called Flow. I can gain Flow by dodging enemy attacks and by using certain moves, including his Ultimate. Once he has enough Flow, I hold the Basic Attack button, burn the resource, and unleash a series of attacks. That’s the kind of loop that rewards active play and makes dodging feel less like a chore and more like loading the next combo. In plain English: dodge like you mean it, then cash out.
His EX Special Attack deals massive damage and gives him Shadowflash. Shadowflash lets him automatically dodge an enemy attack as long as it’s not a Control Skill. After that auto-dodge eats the Shadowflash, Severian automatically fires off Basic Attack: Raging Whirlwind. That is a nasty little safety net, and I love that it converts defense into offense. It’s not a free ‘ignore the game’ button, but it is a strong ‘nice try, pal’ button.

How I’d build him on paper
The reference build goal is simple: optimize Severian’s Basic Attack DMG while keeping CRIT Rate and CRIT DMG in perfect balance. That tracks with his kit. His Flow dump is a series of attacks, and Raging Whirlwind comes free after a Shadowflash dodge, so Basic Attack damage is not a side dish; it’s the main course. I’d chase a balanced CRIT ratio first, then stack Basic Attack DMG where I can.
For Drive Discs, I’m not going to pretend I’ve got live-server numbers before the agent is out. My two cents: wait for testing before locking a 4-piece, but keep your stat priorities pointed at CRIT Rate, CRIT DMG, and Basic Attack DMG. For W-Engines, the reference rates options at Update Level 0, so I’m holding off on naming a winner until I can see real performance. I’d rather be patient than parrot a fake tier list.
Teams: let the supports cook off-field
My favorite premium setup on paper is Severian with Norma and Astra. Norma and Astra can support him off-field, contributing DMG through Contamination and Vortex whenever Severian causes Windswept. Norma also brings off-field Daze support, and Astra can give him additional ATK and CRIT DMG. That means Severian gets as much screen time as possible and can deal as much DMG as possible. If you ask me, that is the dream: the commissioner stays on the field, and the support crew does the invisible heavy lifting.
Other recommended Agents include Anby as the main stunner, though she’ll share some screen time with Severian, and Nicole providing support as usual. That version is less ‘maximum Severian’ and more ‘practical comfort,’ but it should still work. I’d test both before committing my resources.

Skill priority and materials
I’d prioritize his Basic Attack and core Flow loop first, then EX Special for Shadowflash uptime. His Ultimate matters because it can help generate Flow, so don’t sleep on it. For materials, Severian is a Wind Attack Agent, and as of the pre-release info, all characters of the same type need the same amount of materials. That means I can pre-farm with a little confidence instead of guessing in the dark. Still, I’d double-check the live requirements on day one, because gacha games love a last-minute curveball.
Lore: the ‘Demon Lord’ has layers
Severian oversees high-priority cases for PubSec, including the investigation of intelligent constructs during the Encore for an Old Dream main story quests. He assigns Cissia to help with the Youkai case leading up to Golden Carrot Day, and he tasks her with helping the Proxies again during the Hollow Champion event in the New Eridan Sunset Part 1 main story commissions. Cissia is visibly afraid of him, tries to avoid being reported for misconduct, and often calls him some kind of demon. That implies there’s a darker side the Proxies haven’t seen yet. I am seated for that reveal.
We also know he’s related to Seth because they share a last name. The brothers bicker over Golden Carrot Day plans outside Random Play during the Season 2 Interlude commission, Gilded Carrot Day Variation, and certain Seth Trust Events suggest a strained relationship. Family dinner must be wild. In the Season 3 teaser trailer, Severian sits in the backseat of a car while rain falls outside and says one word: Roscaelifer. That teases his next big case involving the floating island, and I’m already connecting red strings on a corkboard.
Final call
Severian looks like a Wind Attack Agent who wants to dodge, build Flow, and turn defense into a beatdown. The premium Norma and Astra team sounds like a screen-time hog in the best way, while Anby and Nicole offer a more familiar comfort pick. I’m planning to pull smart, pre-farm what I can, and save my final Drive Disc and W-Engine judgment for live testing. Until Nov. 11, I’ll be here, refreshing the calendar and telling myself I’m not obsessed. Spoiler: I am.
